Seeking to realise the shared Council and community vision for the 16-hectare Amcor site will remain high on the agenda of Yarra City Council.
Mayor Cr Amanda Stone said Council last night resolved to continue using the “established and adequate Council planning processes” to realise the vision for the Alphington site as a showcase for sustainable living that protects the Yarra River corridor and vistas.
Council decided against requesting Planning Minister The Hon. Justin Madden to rezone the majority of the site from industrial to residential or mixed use.
The rezoning would result in the loss of third party appeal rights, meaning the community would lose their right to formally object to detailed plans put forward by the site’s eventual owners/developers.
Despite its earlier advice that it intended to undertake a Master Plan for the site prior to putting the site on the market, Amcor earlier this month started calling for expressions of interest, due by 16 April 2009.
Cr Stone said Council would be seeking a meeting with Minister Madden to discuss where the details of Council’s Design and Development Principles conform or conflict with the State Government’s expectations, and how the governments can work together.
“We believe we have goals in common with the Government for this site, and we want to work together with the Government and other stakeholders to achieve those goals,” Cr Stone said.
She said Council would also be seeking to hold a meeting of its Amcor taskforce early next month so it could get to work on the complex issues concerning the future of the site.
“Our taskforce will bring together Council, community and State Government representatives to investigate the opportunities to provide for community services and open space, environmentally sustainable design and buildings, and better transport options,” Cr Stone said.
“We are hoping the eventual buyer will see the value in being part of our taskforce,” she said.
Cr Stone said the taskforce would report back to Council on its progress in mid-2009. Council is then expecting to prepare an amendment to the Yarra Planning Scheme to give statutory effect to the Design and Development Principles.
She said Council was committed to keeping the local community heavily involved in decisions about the future of the site.
“Our community has worked hard with Council over many months to develop a vision for this site, which provides a once-in-a-lifetime opportunity to showcase inner-city sustainable living,” Cr Stone said.
“We are passionate about seeing our community continue to be involved in realising the shared vision for their neighbourhood.”
