Aquatic Redevelopment at Collingwood Leisure Centre

Yarra City Council is seeking community feedback on a redevelopment of the aquatic area at Collingwood Leisure Centre in Clifton Hill.

The proposed scope of the redevelopment includes a new pool hall to house a larger lap pool and learn to swim pool, with an access ramp into both pools, and a larger toddlers’ pool with sloping beach entry.  It also incorporates refurbishment of the change rooms, spa and sauna areas and use of the latest water and energy conservation technologies.

Mayor Cr Amanda Stone said the redevelopment was needed to meet the current and future needs of the growing numbers of members, local schools, community groups and other residents who regularly used the pool.

 “At more than 30 years old, the aquatic area of the Collingwood Leisure Centre is showing signs of age and requires redevelopment to guarantee its long-term viability,” Cr Stone said.

“With visits increasing by more than 10% in 2007-08 and 1,200 children currently enrolled in its Learn to Swim program, this much loved pool is showing signs of deterioration and is struggling to meet community demand,” she said.

“A new larger body of water will help ensure this facility continues to offer appropriate, accessible services and aquatic programs to the whole community.”

Based on the proposed scope, the estimated project cost is $6.309 million. This will be met through funds planned for and set aside in Council’s capital works program, as well as funding of $1.239 million from the Department of Planning and Community Development.  

In addition, Council has applied for funding from the Federal Government’s Regional and Local Community Infrastructure Program for Strategic Projects. If successful, this funding would increase the project scope to include an outdoor splash pad and leisure water play area, an upgrade of the reception area and a group change area for schools.

Council has drawn up concept design plans for the redevelopment and will be holding an information session to enable Centre members, users and the wider community to find out more and provide their feedback:

“I encourage members of our community to attend our information session and give your feedback to help ensure the new aquatic area meets the needs of the whole community,” Cr Stone said.

Feedback can also be provided to Council’s Manager Leisure and Recreation Peter Watson at leisurefeedback@yarracity.vic.gov.au , or by post to PO Box 168 Richmond 3121, by Friday 17 April 2009. All feedback will be considered in the development of the final concept plans.

The local community will have further opportunity to review and provide comment during a formal planning permit application process, whereby Council will apply for a permit for the redevelopment.

Depending on the outcome of the planning permit and subsequent building permit application processes, construction is planned to commence in February 2010.
