Yarra Council raises concerns with Heritage Victoria about proposed Dimmeys redevelopment

Yarra Council has objected to the application for a permit lodged with Heritage Victoria for the Dimmeys site in Cremorne.

In March, applicant Richmond Icon Pty Ltd lodged an application with the City of Yarra to redevelop the Swan Street building to retain the main façade and clocktower and build a 9-storey 89-unit apartment building at the rear.

Mayor Cr Amanda Stone said Council required additional information on the planning application from the applicant before it could place the application on advertisement for one month, during which community members would be encouraged to provide their comments to Council.

As the Dimmeys building is on the Heritage Victoria Register, the applicant was required to lodge an application with Heritage Victoria, which advertised the application for public submissions ending earlier this month.

“Council’s submission to Heritage Victoria objects to the proposed redevelopment on heritage grounds,” Cr Stone said.

“Council is keen to protect the heritage values of the Dimmeys building, which is treasured by our community for its architectural beauty and its cultural history,” she said.

“We have advised Heritage Victoria that we consider that the proposed redevelopment will impact on the visibility of Dimmeys as a cultural landmark within the surrounding area.

“In our submission, we state that the scale and proportions of the proposed apartment tower are not in keeping with the heritage values of the precinct, and that the tower would form an inappropriate backdrop to the historic clocktower.”

Cr Stone said Council understood Heritage Victoria had received more than 70 written objections to the development and a petition with more than 350 signatures.

“Heritage Victoria will make the ultimate decision on whether the proposal is suitable from a heritage perspective,” Cr Stone said.

“When Council comes to assess the application, we will be considering matters such as the proposal’s urban design qualities, its impact on the amenity of the surrounding area and the car parking provisions.”
