Balance struck on use of Yarra’s parks for commercial fitness activities 

Yarra City Council last night resolved to trial a permit system aimed at regulating commercial fitness activities in the city’s parks.

Mayor Cr Amanda Stone said permits would be issued free-of-charge during the six-month trial period.

Cr Stone said Council would not be proceeding with the proposed schedule of fees put out for community consultation last year.

“We have heard from many local residents who are concerned that charging personal trainers substantial fees would discourage them from offering exercise opportunities in Yarra,” she said.

“Council’s new approach strikes a good balance between facilitating opportunities for local residents to exercise, and making sure commercial fitness activities do not prevent others from enjoying Yarra’s parks.”

Under the proposed permit system and associated local law, commercial fitness activities will only be allowed to take place in designated parks, with five parks designated for the maximum allowable training group size of 15-20 people.

Prior to running a session in a Yarra park, commercial fitness operators will be required to apply for a permit, nominating the park, date, time and group size of proposed sessions.

There will be no restriction on the number of permits issued to individual operators, but all permit holders will be required to be qualified and have professional indemnity and public liability insurance.

“While we want to encourage physical activity, we also want to make sure commercial fitness activities don’t ruin other people’s enjoyment of our parks and don’t disrupt the amenity of residents who live near our parks,” Cr Stone said.

“That is why the permits apply conditions of use including that commercial fitness activities in our parks can only occur between 6am-8pm, and that noise must be limited so that it does not travel outside the park perimeter,” she said.

“Commercial fitness operators will be required to leave our parks in a tidy condition, and will be held responsible for repairing any damage caused by their activities.”
