Yarra City Council is concerned the Government’s clearways decision, announced yesterday, doesn’t go far enough in addressing the concerns of Yarra traders and won’t help fix traffic congestion.
Mayor Cr Amanda Stone said Council was concerned the Government’s decision - to extend clearways to 3pm at intersections with traffic lights for approx. 100 metres on either side of the intersection - did not provide much of an improvement for the Yarra community on the Government’s original proposal.
“We note the Government has taken on board feedback it received from Councils and traders, but we are concerned the compromise won’t really be of much practical benefit in Yarra,” Cr Stone said.
“The Yarra shopping strips which are affected by the extended clearways (Victoria & Swan St and Bridge Road) have traffic lights at frequent intervals,” she said.
“Up to 70% of our car parks outbound on those streets will be removed during the 3pm-4pm period.
“And all of the parking spots outbound on those streets will be removed during the 4pm-4.30pm timeslot.”
Cr Stone said Council was concerned about how the extended clearways would impact on local small businesses, many of whom were already struggling during the global financial crisis.
Concern was also held about how cyclists would be catered for in the new arrangements, and the amenity impacts on pedestrians using footpaths adjacent to the clearways.
She said extended clearways would only provide a temporary fix to traffic congestion, and the Government should instead continue to increase its investment in public transport and other strategies to encourage sustainable transport.
“We are concerned the extension of clearways will just lead to more cars being on the road but won’t actually lead to quicker travel times for cars, trams, buses or scooters,” Cr Stone said.
“In that way, the extension of the clearways won’t actually encourage more people to use alternatives to cars and won’t reduce congestion levels.”
Cr Stone said Council had expressed concern about the Government’s process in announcing and implementing the extension to clearways last year, and these concerns remained, despite recent consultation held with various stakeholders.
“If the clearways decision is going to be imposed, given it has a strong likelihood of negatively impacting on traders and other community members, we want to be convinced there is a public good being served,” she said.
“We would want to be part of an ongoing consultation process with the Government, where we are provided with information about the impact of the extensions and where the concerns of our traders and other community members can be acted upon.”
