
The Department of Sustainability and Environment has commissioned a review of policies and planning controls for the Yarra River corridor between Punt Road and Burke Road. This project will be undertaken by Planisphere in association with Jones & Whitehead and Land Design Partnership.
Project Purpose
To review and recommend changes to existing local policies and planning controls in order to ensure protection of the river corridor from inappropriate use and development, protection and enhancement of natural and cultural heritage and access to recreational open space.
Study Area
The study area is the Yarra River corridor (including public and private land along the valley, the escarpment and immediate skyline) between Punt Road and Burke Road.
Project Outputs
1. Statement of objectives for the river corridor within the context of Government policy.
2. Analysis of current local policies and planning controls, including any threats to achieving objectives for the Yarra river corridor.
3. Area-based objectives and design guidelines to shape future development and enhancement of the river corridor.
4. Recommendations for the implementation (including statutory means) of the design guidelines.
5. Visual representations (utilising digital modelling or other methods) showing potential changes to the river valley environment.
Consultation
Stakeholder consultation has taken place during two stages of the project - in the first instance to identify key issues, and in the second instance to obtain feedback on draft recommendations.
Key stakeholder groups consulted include:
· Victorian Government agencies and departments, including Parks Victoria, Melbourne Water and the DSE Port Phillip regional office.
· The four local councils represented on the reference group.
· industry and local developers
· community groups with an interest in built environment and/or environmental issues
· sporting and recreation clubs.
Strategic Context
This project intends to deliver on the Melbourne 2030 priority initiative (5.7.4), as part of the five year Implementation Program, to strengthen current policies and review the adequacy of planning controls relating to the Yarra and Maribyrnong Rivers to ensure the long-term protection of open space, conservation values - with the first priority being the Yarra River corridor between Punt Road and Burke Road.
Other State Government strategies (completed or nearing completion) which will provide a context for this project include Linking People and Spaces, the Port Phillip and Westernport Regional Catchment Strategy, the Port Phillip and Western Port Region River Health Strategy and Native Vegetation Plan.
At its meeting on 15 November 2005, Council supported the controls in principle subject to a range of recommendations. Please refer to the Council report for further information.
