
A structure plan is a document to manage the future of an area and provide focus and direction on matters such as:
The structure plan focuses on Smith Street but include the area bounded by Napier Street in the west, Alexandra Parade in the north, Wellington Street in the east and Victoria Parade in the south (the study area).
In addition to these meetings Council commissioned ARUP to undertake a transport study
. The aim of the study was to identify a strategic transport framework for the entire study area and provide direction for pedestrian, cycle and transport related decisions.

The Structure Plan will be used to guide Council in the consideration of planning applications for new development in the area. The Structure Plan will also be used to improve planning controls for the area, and recommendations regarding physical improvements (roads, footpaths, parks etc) will be considered as part of Council’s capital works planning.
Council would like to thank those who attended community meetings held in 2008, people who made submissions, the Stakeholder Committee members who guided the development of the Plan, and the Department of Planning and Community Development which helped fund the Plan through its “Creating Better Places” program.
