
Many inner city municipalities like Yarra have large parcels of former industrial land. When these sites are sold they are quickly snapped up by developers, who submit applications to Council to rezone and redevelop these areas.
In 2007, Council became aware of the possible sale and relocation of the Channel 9 site in Bendigo Street, Richmond, and decided to develop design principles which would guide future development and the application of planning controls for the site.
The Channel 9 site covers a large area of approximately 3 hectares and is located within a residential neighbourhood, close to public transport, popular retail strips and the Yarra River. It is currently zoned Industrial 1 and is partly covered by a Heritage Overlay relating to the former Wertheim Piano Factory fronting Bendigo Street.
Design and Development Principles have been prepared following consultation with the community. The Principles, which outline the desired outcomes for the Channel 9 site in terms of pedestrian permeability, heritage buildings, vehicular access, land use and built form, were adopted by Council at its meeting on October 21, 2008.
The next step is for Council to seek authorisation from the Minister for Planning to prepare and exhibit a planning scheme amendment which will rezone the land to a Mixed Use Zone and introduce a Design and Development Overlay (which would reflect the Design and Development Principles) and an Environmental Audit Overlay over the site.
