
In May 2002, Council appointed consultants to undertake a Built Form Review of the areas of the City of Yarra not subject to the Heritage Overlay. The study team produced a report titled “City of Yarra Built Form Review”, updated July 2003.
The Built Form Review was prepared in order to provide guidance on the preferred form of development in different parts of the City and the design standards expected from new development. The study pays particular attention to the form of development appropriate to the Yarra River corridor.
Given the size of the document, it has been broken into chapters which can be downloaded.
Introduction. Summary of the findings.
Chapter 1 – Background. The project brief, methodology, study process and report structure
Chapter 2 – The Built Form of Yarra. Thematic review of the City of Yarra. Examines metropolitan context, topography, urban form, building height, lot size, transport corridors, building interfaces, public space quality, sustainable design, and consistency and variety, and creates principles for each of these themes.
Chapter 3 - Implications of the Principles. Takes the principles established in chapter two and proposes responses to them.
Chapter 4 – Built Form Types and Precincts (Precinct Map). Establishes built form types, and divides the City into 60 built form precincts.
Chapter 5 – Built Form Strategy and Policy. Establishes objectives, and provides descriptions and vision for each precinct.
Appendix A – Precinct Analysis Sheets. A sheet has been prepared for each of the 60 precincts. Each sheet contains the following information: photographs, a description, strategic context, development pressure, key issues and vision.
Appendix D – Yarra River Corridor Built Form Analysis
Based on the findings of the Built Form review, the following was introduced into the Yarra Planning Scheme:
A new local planning policy titled Landmarks and Tall structures, into the Local Planning Policy Framework section of the Scheme
A new local planning policy titled Yarra Built Form and Design Policy, into the Local Planning Policy Framework section of the Scheme, to give strategic guidance on the built form of the City and design guidelines for development.
Height and setback provisions for the Yarra River corridor via a new Schedule 1 to the Design and Development Overlay for the Yarra River Corridor (DDO1).
