Amendment C99 – Doonside Precinct, Richmond

Amendment C99 to the Yarra Planning Scheme proposes to rezone land within an area known as the Doonside Precinct, which lies immediately south of the Victoria Gardens Shopping Centre to the east of Burnley Street, Richmond.
The location of the affected properties is shown in the Amendment documentation (Explanatory Report).
The Amendment proposes to make the following changes to the Yarra Planning Scheme in relation to the affected properties:

Rezone land within the Doonside Precinct from Industrial 3 Zone (IN3Z) to Mixed Use Zone (MUZ);
Remove the Design and Development Overlay (DDO4) from the affected area;
Apply a new Design and Development Overlay (DDO9) to the affected area;
Apply an Environmental Audit Overlay to the rezoned land;
Rezone the remaining Industrial 3 Zone immediately adjoining the Doonside Precinct to the east to Residential 1 Zone; and
Rezone a small area of Road Zone 1 immediately adjoining the northwest corner of the Doonside Precinct to Comprehensive Development Zone 1 to reflect current property boundaries.

Council considered the recommendations of the panel report and resolved to adopt the amendment on 18 August 2009. The amendment is now awaiting approval from the Minister for Planning.

Earlier this year, an independent Planning Panel hearing was held on the following dates: Tuesday 21 April, and Wednesday 22 April at Fitzroy Town Hall, Napier Street, Fitzroy.
