Council has adopted design and development principles for the Amcor site in Alphington, a 16.5 hectare site on Heidelberg Road, on the corner of Chandler Highway extending down to the Yarra River.
Amcor announced in February 2008 that it planned to close its plant within the next three years, in order to move its operations to New South Wales, In March 2009, Amcor put the site on the market, calling for expressions of interest by 16 April 2009.
The principles, which were developed in consultation with community members and stakeholders, outline Council’s vision for the site and provide a guide for its future owners and developers. The principles were adopted at a Council meeting on 28 January 2009.
Council believes that the site should be a showcase for sustainable living and urban design, including affordable housing, characterised by safe, walkable neighbourhoods, whilst maintaining and improving the Yarra River corridor’s vistas, vegetation and wildlife habitat qualities.

The principles outline Council’s vision for environmental sustainability, land use, the Yarra River, social and community facilities, access and transport, and the built form, including heritage.
They also set out State Government opportunities in relation to the site and list the documentation and strategic justification required to accompany any future development proposals.
Council has established a taskforce to bring together Council, State Government and community representatives to work through the complex issues surrounding the future of the site. Here are the Taskforce’s terms of reference

Council made the appointments after calling for nominations from Alphington and Fairfield residents, business operators and ratepayers interested in being part of the Amcor Taskforce.
The Amcor Taskforce met on a number of occasions from April to June 2009 to investigate a range of issues that had arisen, including environmentally sustainable design and buildings, transport and access, and community services and open space. A number of changes were made to the Principles which were adopted by Council in August 2009.
