Smith Street Structure Plan

Smith-StreetThis structure plan focuses on Smith Street, with the study area including the land bounded by Napier Street in the west, Alexandra Parade in the north, Wellington Street in the east and Victoria Parade in the south.

Background

The community provided feedback at consultation meetings in October 2007 and February-May 2008. In addition to these meetings Council commissioned planning consultants Arup to undertake a transport study.  The aim of the study was to identify a strategic transport framework for the entire study area and provide direction for pedestrian, cycle and transport related decisions.

The adopted plan can be viewed below. It has been divided in to six parts due to its large file size.

Implementation

The Structure Plan will be used to guide Council in the consideration of planning applications for new development in the area.  The Structure Plan will also be used to improve planning controls for the area, and recommendations regarding physical improvements (roads, footpaths, parks etc) will be considered as part of Council’s capital works planning. 

Some of the key actions which have been implemented to date include:

  • The rezoning of land along Johnston Street between Brunswick and Smith Streets (Amendment C113)
  • The rezoning of land between Emma Street and Smith Street in Collingwood (Amendment C131)
  • The rezoning of the former TAFE site on Johnston Street in Collingwood, and the implementation of a Design and Development Overlay which indicates to the future owner of the site of Council’s intention to establish a 1000 square metre public park on the site (Amendment C103)
  • The planning and commencement of construction of a new public park in Peel Street
  • The initial planning for a new park in the road reserve in Oxford Street
  • Street tree planting at the northern and southern ends of Smith Street including water sensitive urban design elements on the western side at the northern end
  • Improvements to public spaces at the corner of Smith Street with:
          - Peel Street – raised pedestrian crossover, public toilet, seating, bicycle hoops and drinking water fountain
          - Otter Street – raised pedestrian crossover, seating, bicycle hoops and new tree planting
          - Stanley Street – new artwork, raised pedestrian crossover, street trees, bicycle hoops, drinking fountain and a bill poster pole;
  • The relocation of the traffic lights at the intersection of Johnston and Napier Streets to improve the Napier Street bicycle route
  • The trial implementation of the Melbourne Heritage Restoration Fund to help people undertake restoration works to heritage buildings.

Proposed Amendment C140

In late 2011/ early 2012, Council prepared a Design and Development Overlay for the area (known as Amendment C140).

The aim of the amendment was to provide guidance in relation to the preferred design of new buildings and extensions to existing buildings.

In late May/ early June, a panel member representing the Deparment of Planning and Development reviewed the proposed amendment.

The panel found there was no strategic justification for the amendment and recommended the abandonment of the Smith Street Structure Plan
