25-35 River Blvd and 15 Christine Cres, Richmond

Victoria GardensCouncil received an application to amend approved amended development plans for 25-35 River Boulevard and 15 Christine Crescent, Richmond to replace a townhouse building with a new building to be constructed on site to accommodate 94 dwellings. This would increase in the number of dwellings on this site by 77, from 417 to 494.

Council approval

Council approved an amendment (PL10/1056.03) to the Development Plan for 25-35 River Boulevard and 15 Christine Crescent, Richmond to replace a townhouse building with a new building to be constructed on site to accommodate 94 dwellings, at its IDAC meeting on 16 July 2014. The approval is subject to a number of conditions and requires the submission of amended plans and reports to Council before the development can commence. A key condition of the approval is for the applicant to maintain the 30 visitor spaces on the site rather than converting them to car parking spaces for residents only. At the same meeting Council also decided to issue a Notice of Decision to Grant planning permit PLN13/1070 for a further reduction in the car parking rate from the previously approved 1.19 spaces per dwelling to 1.10 spaces per dwelling associated with amended Development Plan. Background

In December 2013, Council received two related planning applications for this address.

One application is for an amendment to an existing Development Plan (PL10/0156.03) which was approved for the site in June 2013.
The other, application is a planning permit application for a reduction in the required rate of car parking associated with the Development Plan.

Details of both applications are provided below.

Amendment to the approved Development Plan - PL10/0156.03

The applicant has applied to amend the Development Plan under part 6 of the Comprehensive Development Zone, Schedule 1: Victoria Gardens Comprehensive Development.

The proposed amendments include:

  • Replacement of the townhouse building (Block E) with a new building containing 94 apartments. The new building would be three, four and five storeys in height (between 9m and 15m, excluding services screening on the roof).
  • Overall increase in the number of dwellings by 77 from 417 to 494.
  • Overall increase in the number of car parking spaces by 51 from 497 to 548 including:
    • Re-allocation of the 30 residential visitor car parking spaces to private residential spaces
    • Provision of five ‘tradesperson’ visitor spaces.

Please note that the amendments generally relate the plans for Block E as well as to the car parking allocation and provision.

The application also includes a Transport Plan in accordance with part 9 of the Comprehensive Development Zone, Schedule 1: Victoria Gardens Comprehensive Development and a Waste Management Plan in accordance with part 10.

Reduction in the car parking rate associated with a Development Plan - PLN131/070

 In conjunction with the proposed amendment to the Development Plan, the applicant has applied for a planning permit under part 17 of the Comprehensive Development Zone, Schedule 1: Victoria Gardens Comprehensive Development.

Details of the proposed reduction are:

  • Part 17 of the Comprehensive Development Zone, Schedule 1: Victoria Gardens Comprehensive Development requires that a residential use have 1.5 spaces per dwelling.
  • A permit was previously granted by Council for a reduction of the required rate to 1.19 spaces (PL10/0151).
  • The permit applicant now proposes a car parking rate of 1.10 spaces per dwelling.

The applicant has submitted a Transport Plan that discussed issues relating to car parking and traffic.

Community feedback on the application is formally due by 20 January 2014,  However, Council will continue to accept submissions about the proposal up until it makes a decision on the application.

Application History

On 13 March 2013, Council planning committee resolved that had it been in a position to, it would have approved the amendment to development plan for the construction of five buildings ranging in height from three to eight storeys to provide 417 dwellings, two levels of basement car parking and landscaping of the site, subject to a number of conditions.
