Sustainable Design Assessment in the Planning Process (SDAPP)
Yarra City Council regards environmental sustainability as a high priority for its built environment.
To meet this objective, it has adopted the following municipal targets:
- Carbon neutrality by 2020
- 25% reduction in greenhouse gas emissions by 2012*
- 25% reduction in water consumption by 2012*
- 65% recovery rate (by weight) of municipal solid waste for re–use, recycling or energy generation by 2014.

To ensure our municipality achieves its environmental targets, Council introduced new ESD requirements on 1 March 2011. Some planning applications are now required to address 10 Key Sustainable Building Categories.
Council has established different application categories that relate to the size and type of your application. The chart below explains whether your planning application falls into the Small, Medium or Large category and whether ESD–related information needs to be submitted with your application.

Sustainable Management Plan (SMP)
An SMP is required for all larger developments, comprising of ten or more new residential dwellings or more than 1000m2 of non-residential Gross Floor Area (GFA).
Sustainable Design Assessment (SDA)
An SDA is requested for medium developments, comprising of two to nine residential dwellings or 100m2 to 1.000m2 of non-residential Gross Floor Area (GFA).
