East Clifton Hill traffic management plan
In February 2012, Council adopted a three-stage traffic management plan for East Clifton Hill/North Abbotsford.
The aim of the plan is to reduce through traffic in the area, particularly in peak afternoon periods. The plan was adopted by Council after consultation with the local community.
The plan is expected to cost about $200,000. The intention is to implement the plan over three years, with about $40,000 worth of works to be completed by July 2012. One of the first actions was to implement a no left turn ban from Johnston Street into Trenerry Crescent from 4pm-6.30pm, Monday-Friday. The ban became effective from 5 April 2012 when a no left turn sign was installed at the intersection. Police will be enforcing the ban.
At its meeting on 18 December, Council noted a review of the Stage 1 implementation plan, which showed a 36% reduction in motorists turning left from Johnston Street to Trenerry Crescent since the ‘no left turn’ ban was introduced.
An evaluation of the Stage 1 implementation plan also showed that the speed humps on Trenerry Crescent resulted in a decrease to traffic volume and speed during the morning and afternoon peak.
At its December meeting, Council resolved to write to Victoria Police to request extra enforcement of the no left turn ban from Johnston Street to Trenerry Crescent. Council will also write to VicRoads to seek approval for illuminated signage to be installed to improve visibility for motorists.

Summary of three-stage plan
Stage 1 (2011/2012) – $40,300 (Funding confirmed)
- write to Victoria Police requesting additional enforcement of existing ‘No Left Turn, 7- 8.45am, Mon-Fri’ restrictions along Heidelberg Road, Berry Street, Grant Street and John Street
- construct five asphalt speed cushions in Trenerry Cr between Noone Street and Maugie Street
- install ‘No Left Turn, 4pm-6:30pm, Mon-Fri’ from Johnston Street to Trenerry Crescent
- remove two advisory ‘No Right Turn at Gray Street' signs at Johnston Street and Trenerry Crescent
- install two pedestrian splitter islands with Disability Discrimination Act compliant pram crossings on Berry Street, north and south of Spensley Street, to assist with east/west pedestrian movements
- reconstruct existing pedestrian splitter island with Disability Discrimination Act compliant pram crossings on Fenwick Street, north of Spensley Street, to assist with east/west pedestrian movements, and
- remove one ‘No Right Turn’ and ‘Local Excepted’ signage at intersection of Trenerry Crescent and Noone Street.
Stage 2 (2012/2013) – $68,000 (Funding still to be confirmed)
- install flat top road hump outside No.14 The Esplanade
- install flat top road hump outside No.26 The Esplanade
- install flat top road hump outside No.44 and No.46 The Esplanade
- install flat top road hump outside No.62 The Esplanade
- install flat top road hump outside No.78 The Esplanade
- install flat top road hump outside No.50 and No.52 Dwyer Street
- install flat top road hump outside No.44 Dwyer Street
- install flat top road hump outside No.26 and No.28 Berry Street
- install flat top road hump outside No.8 Berry Street
- raise level of intersection treatment at Field Street and William Street
- raise level of intersection treatment at Field Street and Louise Street
- reinstate raised reflective pavement markers (or “cat eyes”) and advisory warning signage on existing traffic treatments installed in the study area.
Stage 3 (2013/2014) – $87,000 (Funding still to be confirmed)
- rehabilitate five existing Watts profile road humps in Ramsden Street
- reconstruct four existing flat top road humps in Roseneath Street
- reconstruct five existing flat top road humps in Noone Street
- construct centre road tree planting adjacent to No.2 Berry Street
- construct centre road tree planting adjacent to No.10 Berry Street
- construct centre road tree planting adjacent to No.18 Berry Street
- construct centre road tree planting adjacent to No.26 Berry Street, and
- construct centre road tree planting adjacent to No.34 Berry Street.
Background
Input provided to Council by local community members helped in forming the traffic management plan. In 2011, Council sought feedback from East Clifton Hill residents about their preferred options for addressing concerns about traffic volumes.
Residents were asked to select which option they supported out of the following:
- Full closure of Trenerry Crescent between Maugie and Gray streets, plus complementary traffic measures
- Half closure of Trenerry Crescent (closure of northbound traffic), plus complementary traffic measures
- Keeping Trenerry Crescent open (while undertaking other traffic measures), plus complementary traffic measures
- Doing nothing - retaining all existing traffic conditions.
In summary, the following shows the level of community support given to each option:
Option 1 – 13% (or 82 responses)
Option 2 – 10% (or 66 responses)
Option 3 – 36% (or 230 responses)
Option 4 – 37% (or 234 responses)
(Please note: the remaining 4% of surveys were anonymous, so were not included in the final results.)
The traffic management plan adopted by Council includes elements of option 3 and option 4. The plan aims to address concerns about through traffic while not limiting the access of local residents to nearby arterials.
