Traffic in Church Street, Richmond

In early 2013, Council conducted a Local Area Traffic Management Study (LATMS) in the Richmond precinct in the area bounded by Bridge Road, Church Street, Swan Street and Punt Road.

The study area is known as LATMS 17.

The study aimed to address traffic issues in local streets, including traffic speed and volume, through-traffic, safety at intersections and pedestrian safety. 

At its meeting on 22 October (agenda item 11.1) Council adopted a Traffic Management Plan for the area that addresses traffic issues raised by residents.

The plan was developed in consultation with the community via surveys and a public meeting. A Traffic Study Group comprising community representatives, ward councillors, Council officers and consultants from Traffix Group (an external consultancy Council engaged to assist with the process) was also established to help develop the plan.

Implementation of the traffic plan is expected to cost $393,000 over two years.

Further traffic surveys will be undertaken in Dickman Street to establish which traffic treatments are needed.

Traffic treatments implemented during the first stage of works included:

Lennox Street

  • installing bicycle lanes and “sharrows” between Bridge Road and Swan Street
  • regrading existing road humps outside Nos 176/195, 198/215, 220/235, 250/271 and 300/317
  • upgrading pedestrian signage at Richmond Terrace.

Rowena Parade

  • introducing a kerb extension at Rotherwood Street
  • regrading existing road humps outside Nos 20/17, 52/53 and 80/89
  • introducing raised pedestrian crosswalk and modifying kerbs at Punt Road to improve two way traffic flow
  • introducing kerb extension at Alfred Street.

Richmond Terrace/Alfred Street

  • introducing centre and edge line marking, marking arrows on north and east approaches and modifying kerb at east approach to reinforce one-way arrangement.

Tanner Street

  • introducing “No Stopping” section between Nos 28 and 31adjacent to laneway to provide passing opportunities
  • installing a stop sign at AKM apartments entry/exit access point
  • improving line marking and signage to prevent illegal turns at Lennox Street.

Richmond Terrace

  • introducing kerb extensions at Dando Street and Carroll Street.

Miller Street

  • introducing arrow line marking to reinforce one way operation.

The Vaucluse

  • introducing road hump at #4/6 and #5

  • introducing road hump at #12 and #7

Traffic treatments implemented during the second stage of works included:

Stanley Street

  • installing road hump at #12 and #9
  • installing road hump at #36 and #35
  • installing threshold treatments at Swan Street, Gipps Street and Richmond Terrace.

Richmond Terrace

  • introducing kerb extensions at Waverley Street 

Clifton Street

  • installing threshold treatments at Swan Street, Gipps Street and Richmond Terrace.

Docker Street

  • installing threshold treatments at Swan Street and Gipps Street.

Bridge Road/Waltham Street

  • modifying kerb to improve two way traffic flow.

Traffic treatments still to be implemented as part of the second stage of works:

Stewart Street

  • introducing shared zone at station entrance including raised platform.

In late 2014, Council conducted an evaluation of the effectiveness of these treatments.
