LATMS 16 - Victoria Precinct (Richmond)

In 2013, Council conducted a Local Area Traffic Management Study (LATMS) in the Victoria Precinct (Richmond) in the area bounded by Victoria Street, the Yarra River, Bridge Road and Burnley Street.

The LATMS process aims to address traffic issues in local streets, including traffic speed and volume, through-traffic, safety at intersections and pedestrian safety.

Traffix Group Pty Ltd, a specialist traffic engineering and transport planning consultancy, was engaged by Council to assist with the study.

Traffic Management Plan

In March 2014, Council adopted a Traffic Management Plan for the area.

The plan contains specific traffic treatments that aim to create a safer road environment and address traffic issues identified by the community.

The plan was developed by a Traffic Study Group comprising community representatives, Melba Ward Councillors, Council officers and consultants from Traffix Group.

Data gathered from 25 separate traffic counts, providing information about traffic speed, volume and vehicle type, also guided the development of the plan.   

The wider community had further opportunity to provide feedback on a draft Traffic Management Plan before it was considered for adoption by Council.

Major works in the plan include:

  • installing a raised pedestrian crossing at River and Murphy streets
  • Introducing a separated bicyclelane on Murphy Street
  • seeking VicRoads’ approval to implement a left in/left out treatment at North and Burnley streets and Appleton and Burnley streets that would discourage heavy vehicles from entering the area.

 Road humps and additional 40km/h signage will also be installed throughout the precinct to remind road users of the reduced speed limit that now applies to all local roads in Yarra.

Implementation of the traffic plan is expected to cost $150,000 over two years.
