Council approves demolition permit for Abbotsford building

Council has approved a permit to demolish a 1950s Council-owned building near the Collingwood Town Hall, but the demolition won’t occur until the full Council has made a formal decision to proceed with it.
Earlier this week, Council’s Internal Development Approvals Committee (IDAC) approved a permit for the demolition of the Sea Scouts building in Eddy Court.
However, the demolition won’t occur until Council has formally considered the results of a review into all Council-owned buildings in the Collingwood Town Hall precinct. Council is expected to consider the review’s recommendations at its October Council meeting.
Mayor Alison Clarke said Council had received 10 objections to the proposed demolition, with objectors saying it should be retained for heritage reasons and to serve as a public meeting place.
She said Council had sourced advice from independent heritage experts about the significance of the timber building.
“Three heritage experts have reviewed the building and none of them came to the conclusion that it was a heritage building worthy of protection,” Cr Clarke said.
“It would be irresponsible of us to allow the building to just sit there and deteriorate,” she said.
“At the same time, we don’t have any funds budgeted to pay for it to be brought up to a safe and usable standard.”
She said early estimates from Council officers were that it would cost between $300,000- $500,000 to make the building safe and compliant with all building and disability access requirements.
A more precise estimate will be determined as part of the review of all Council buildings in the Collingwood Town Hall precinct. That review is looking into the number, location and condition of all Council-owned buildings in the precinct. It is expected to assist Council in confirming whether there is any need to keep the Sea Scouts building.
If the Sea Scouts building is removed, the site will be landscaped, with any future changes in its use to be determined as part of any redevelopment of the Collingwood Town Hall precinct.
