
1. Eligibility
In order to achieve Council's strategic directions and to ensure compatibility with Council's Facilities Policy, the following groups are eligible to apply for approval to erect a temporary community advertising sign:

2. Ineligible Groups/Organisations
For-profit and commercial organisations are not eligible to apply to erect temporary community advertising signage. This form of signage is not consistent with the use of parks and reserves to achieve maximum community benefit and community participation.
3. Approval of Site Allocation
In the event that multiple applications are made for the same site(s), allocations with be made in order of receipt of applications.
4. Bond
There is a $100.00 bond associated with each application to erect temporary signage. The bond must be paid before the erection of any signage and this bond is fully refundable once the sign has been removed from the site. In the event that the sign has not been removed, the applicants bond will be used to pay for the dismantling of the sign. All bonds will be returned approximately one (1) month after to the dismantling of the sign.
5. Erection of Signs Without Permission
Groups, organisations or individuals who erect advertising signs without permission, will be requested to remove the sign within 24 hours. If this request is not complied with, Council will confiscate the sign.
6. Display Duration
Permanent signage will not be permitted in Council managed parks or reserves unless it is part of Council's corporate signage or is regulative signage of a public authority. The display period for a temporary sign will be a maximum of fourteen (14) days. Each applicant is permitted to have a maximum of 2 signs erected at the one time within the municipality.
7. Size of Signs
Fixed, rigid signs (real estate type) are permitted to have a display surface area of five (5) square metres or less. Banners are to have a display surface area of 5 square metres or less. Banners are not permitted to be attached to any vegetation.
8. Content of Signs
The content of the sign must be submitted for approval with the application. Council reserves the right to refuse an application, which it deems is not consistent with Council corporate directions as specified in the Yarra Council Plan.
9. Sponsorship
Sponsorship identification on community signs is not to exceed 20% of the sign display area.
Signs which display sponsorship or advertising relating to tobacco or gambling-associated activities, events or organisations will not be granted approval to erect temporary advertising signage in parks and reserves.
10. Placement and Removal of Signs
It is the responsibility of the applicant to erect, dismantle and remove sign(s). Signs must be securely fixed into position, structurally adequate and demonstrate consideration for all loads that may be applied. When the sign(s) is dismantled, all brackets, pegs and fasteners are to be removed from the designated site for the particular park, or reserve.
11. Public Liability Insurance
The applicant shall have liability insurance of $10,000,000 and will provide Council with an insurance Certificate of Currency upon application.
12. Applications
Applications will be assessed by the Facilities and Events Liaison Officer. All applicants will be required to fill an 'Application to Erect Signs in Parks' form.
