
Earlier this year, Yarra City Council engaged the services of an environmental science company, HLA Envirosciences, to undertake an investigation into soil, groundwater and potential landfill gas at the former Council Depot site in Burnley Street.
The testing that took place on the site was guided and approved by the Environment Protection Authority (EPA).
Council has received a report from HLA-Envirosciences, outlining the results of those tests. A copy of the report has been given to the EPA and is available below.
The report stated that whilst tar was recorded on the former Council Depot site, no residual tar was observed in the shallow soil and fill encountered in the test pits.
Therefore it is unlikely that there is contamination present in the upper soil profile which could migrate onto neighbouring properties.
Investigations revealed that the main source of the contamination, in both soil and groundwater, was predominately from the old quarry, which was filled prior to 1960.
This quarry occupied a number of parcels of land in the area bounded by Burnley Street, Madden Grove, Rooney Street and the former Barkley Avenue.
Council has been proactive about cleaning up the former Depot site and has already undertaken some works, including removing drums, debris, obsolete plant and equipment, and asbestos.
Council has also proactively tested and is now organising the decommissioning of underground fuel storage tanks in accordance with EPA guidelines.
In addition, following the findings of the HLA-Envirosciences report, Council will be commissioning a full environmental audit of the site.
Council will also be participating in the development of a sub-regional strategy for the area, driven by the EPA, which will consolidate all information about contamination across the sites in this area.
Council will keep the community informed about the outcomes of our work with the EPA and any works to be conducted on the site.
Council is committed to being open and transparent about this issue and responsive to EPA advice and direction in relation to future of this site. Our priority is protecting the safety of the local community and the local environment.
Council has to treat many contaminated sites across the municipality and has policies and procedures in place to ensure any activity is done so safely and in accordance with the relevant legislation and guidelines.
