Public Questions

Council includes a "Public Question Time" segment at Ordinary Council Meetings. The segment is designed to provide an opportunity for the public to learn more directly about the attitudes of the Council on particular matters and the reasons for such attitudes.

[Note that the questioner MUST ATTEND THE MEETING SPECIFIED]

Guidelines

1. Questions may be either verbal or in writing [including Submitting public questions via email].
2. Written questions will be considered prior to verbal questions from the gallery.
3. The person posing the question is required to be present in the gallery.
4. A question may be refused if the question is:
   1. Beyond Council's powers
   2. Repetitive or has already been answered
   3. About a matter for which the meeting would normally be closed [Sect. 89 (2) Local Government Act 1989]
   4. Prejudicial to the Council or any other person, if answered
   5. About the personal views or actions of an individual Councillor or Officer
   6. About a matter that is the subject of negotiation, litigation or commercial interest advantage
   7. Defamatory, indecent, abusive or objectionable language or substance.
5. Questions may be taken "on notice" if the answer needs to be researched/investigated.
6. Answers will be general in nature and given in good faith.
7. Not more than two questions shall be asked by any one person at a meeting.
8. Members of the public shall not enter into debate or any other discussion during the segment.
9. The segment does not substitute for appeal and review systems, informal business procedures, formal Council decisions and other legal processes required for the proper transaction of business with City of Yarra.
