Local Laws
Yarra City Council has several local laws which provide for order, public safety and good governance.
Through its local laws, Council sets legally enforceable standards for matters such as:
- protection of our built and natural environment
- behaviour in local parks and reserves
- activities associated with large building sites
Council has the following local laws with their objectives outlined:
Meeting Procedures Local Law 
(No. 1 of 2002)
The purpose of this local law is to regulate:
- the election of the Mayor
- proceedings of Ordinary and Special Council meetings
- proceedings of meetings of Special Committees
- the use of Council's common seal.
Roads and Council Land Local Law 
(No.2 of 2002)
This local law regulates activities on roads and Council land. Some of the issues addressed
by this local law include:
- overhanging vegetation
- abandonment of shopping trolleys
- busking
- commercial fitness activities in local parks
- spoils on roads
- damage to Council assets
- placement of signage, goods, furniture in public places
- noisy vehicles
- misuse of parking permits.
This local law incorporates amendments made by:
- the Roads and Council Land (Miscellaneous Parking and Traffic Matters) Local Law, No. 1 of 2004
- the Validity of Parking Permits Local Law, No. 1 of 2007
- the Management of Large Building Sites Local Law, No. 1 of 2009
- the Commercial Fitness Activity Local Law, No. 2 of 2009.
Environment Local Law 
(No.3 of 2002)
The purpose of this local law is to:
- promote a physical and social environment free from hazards to health
- prevent and suppress nuisances which may adversely affect enjoyment of life
- prohibit, regulate and control activities which may be dangerous or unsafe or detrimental to the quality of life
This local law covers activities such as:
- unsightly land
- circuses, carnivals and festivals
- disturbing noise in Council’s Parks and Gardens
- building works
- dilapidated buildings
- protection of significant trees
- keeping of animals
This local law incorporates amendments made by:
- the Control of Noise in Council Parks and Gardens Local Law, No. 2 of 2007
- the Management of Large Building Sites Local Law, No. 1 of 2009
- the Protection of Significant Trees Local Law, No. 3 of 2009
Consumption of Alcohol in Public Places 
(No. 8 of 2009)
The purpose of this local law is to reduce the incidence of alcohol-related violence and self-harm in Yarra.
The law empowers police to request that people drinking in unlicensed areas on the streets of Yarra at any time of the day pour out opened drinks.
The ban does not apply from 9am-9pm in local parks and reserves, enabling people to still enjoy alcohol responsibly during daytime hours as part of social gatherings. Here is a list of the areas where the drinking of alcohol is allowed from 9am-9pm.
This local law will come into effect generally on 1 December 2009. For more information, see media release 21 October 2009.
Anti-Slavery and Sexual Servitude Local Law 
(No. 14 of 2009)
The purposes of this Local Law are to:
- enable Council to require information signs in relation to slavery and sexual servitude to be displayed in brothels within Yarra
- provide information on the serious crime of slavery and sexual servitude, and on how to seek help for those involved in sex slavery
- raise awareness in the community about the serious crimes of slavery and sexual servitude.
