Local Area Traffic Management Scheme – Fitzroy

Since October 2008, Council has been seeking community feedback on a Local Area Traffic Management Scheme (LATMS 11) in the area bounded by Victoria Parade, and Smith, Johnston and Nicholson Streets. Here is an overall Concept Plan.PDF for the proposed works.

As part of our consultation, Council has held two community meetings with residents of this part of Fitzroy who are concerned about the significant levels of through traffic using local residential streets during peak periods.

Following a community meeting on 22 October, Council will now proceed with trialling left turn bans into Gore and George Sts from Gertrude St and Victoria Parade between 4pm-7pm, Monday to Friday.  

Local traffic will be exempt from the bans. The bans are expected to be brought in before Christmas.

At the October meeting, residents expressed strong interest in the potential use of landscaping measures to improve the streetscape, and reduce volumes and speed in the streets. 

These potential measures include street tree plantings in the middle of road reserves and beside gutters, and may be installed in conjunction with other treatments such as  intersection improvements (which improve safety and visibility for pedestrians, but force cars to drive more slowly), mini-roundabouts at intersections (to slow cars), and other road narrowing measures.

Construction of these additional measures in some locations will commence in the first half of 2010.  Other construction work in the area will not occur until 2010/11.

Over the next few months, Council officers will further develop two alternative traffic treatment concepts based on the feedback provided at the October meeting.   

One concept will be based on road closures in Gore and George Streets.  One will be based on speed humps or cushions.   
These concepts will be provided to residents in a newsletter in early 2010.

The effectiveness of the turn bans in reducing traffic volumes will be assessed after six months.  The community will be informed of the evaluation analysis and results.  If the bans do not substantially reduce through traffic volumes, the alternative treatments will then be considered.
